Why BIGPAG Was Established

Good Intentions Are Not Enough. Not in Policy. Not in Governance.

BIGPAG was established to address a persistent gap: while academic research generates important evidence and institutions face complex policy decisions, the translation between the two is often weak.

The Institute was created to be a credible, independent, and applied space — drawing on the depth of Cavalla International University while engaging directly with the institutions that shape public outcomes.

As the dedicated policy research and advisory institute of Cavalla International University, BIGPAG draws directly on the university’s faculty expertise, research capacity, and academic networks — bringing scholarly rigour to every engagement without being confined by it.

At the same time BIGPAG operates with full independence in its policy positions, research agenda, and institutional engagements. We are not captured by any academic, political, or donor agenda. Our recommendations are driven by evidence and shaped by the specific context of each institution we work with.

How BIGPAG Approaches Policy and Governance

We start with a question. What is actually happening inside this institution? What are the real pressures its leadership is navigating? What has been tried before and why did it fall short? What does success genuinely look like here — not in a report, but in practice?

Only when we have honest answers to those questions do we begin to think about recommendations. Because a governance solution designed without that understanding is not a solution — it is an assumption dressed up as one. This is what we mean when we say policy and governance are human and institutional systems. The technical dimensions matter. But they are never the whole story.

We respect the confidentiality of every institutional relationship — what clients share with us in the course of an engagement stays within that engagement.
We are transparent about who funds our work and what our institutional relationships are — because credibility cannot survive ambiguity about interests.
We never impose solutions on the institutions we work with — our role is to advise, inform, and support. The decisions and their ownership always remain with the institution.
We hold ourselves to the same standards of evidence and rigour that we ask of the institutions we work with — our own work must reflect the quality we advocate for.
