The Barclay Institute of Global Policy and Governance — known as BIGPAG — is the
policy research and advisory institute of Cavalla International University.
We exist for one reason — to close the gap between how policies are designed and how
they actually perform in the real world.
We work with governments, multilateral organisations, civil society organisations,
development partners, universities, and private institutions across both developing and
developed country contexts.
At BIGPAG we research policy problems, advise institutional leadership, and help
design policy frameworks and governance systems that are people-oriented.
We work with governments, civil society organisations, development partners, and
others to build the institutional capacity needed to make meaningful change.
We also collaborate with like-minded organisations and individuals to collectively
rethink how policy and governance are approached.
Because the world keeps changing — and policy thinking must change with it.
We work with governments and ministries, multilateral organisations, civil society
organisations, development agencies, universities, private sector institutions, and think
tanks.
We operate across both developing and developed country contexts.

Most policy interventions in play today are well-intentioned — and yet poverty is on
the rise, even in countries with strong governance systems.
Why? Because there is a disconnect somewhere between how policies are designed and
the reality they are meant to address.
This is why BIGPAG was established — to look at policy and governance from a newer,
more lateral perspective. One that is contextual and specific to each institution and the
reality it operates in.
We do not arrive with ready-made solutions. We start with your reality — including
how the people affected by any proposed change are likely to experience and respond
to it.
BIGPAG works across six policy and governance domains —
Governance and Public Sector Reform. Social Policy and Human Development.
Education and Skills Systems. Business, Trade and Regulatory Policy. Technology,
Innovation and Data Governance. Sustainability, Climate and ESG Policy.
These are the domains where institutional decisions most directly determine whether
policies succeed or fail — and where our work is focused.
Both — and that combination is exactly what makes BIGPAG distinctive.
We are the official policy institute of Cavalla International University. That gives us
academic depth, research capacity, and scholarly credibility.
But we operate with the focus and independence of a dedicated policy institute. We are
not captured by any political position or donor agenda.
Our scholarship is rigorous. Our engagement is practical. We do not separate the two.

Policy and governance challenges do not respect borders — and neither does our
engagement.
Our people-first approach means every policy recommendation we make is tested
against one simple question — will this genuinely improve outcomes for the people the
institution is meant to serve?
We do not work directly with communities. We work with the institutions responsible
for serving them.
But we never lose sight of who those institutions ultimately exist for — and that shapes
every piece of work we do.
